Why are they so HARD?

"These treats are SO HARD that I can't even break them in half to give my pup a smaller piece!! He can't bite into them or break them apart in his mouth either (& he is a very big chewer!) I thought maybe something was wrong with my bag so I went to the store and felt the other bags and they are all the same. I wouldn't recommend these to anyone, and it's a shame since I'm a big fan of the other Halo products."
